Building the shift as blocks rather than a sequence
A sequence assumes availability. A block structure does not: each area is a self-contained unit of work with its own equipment and its own estimated duration, and the crew takes whichever block is available when they finish the previous one. That converts waiting time into working time and it is the single largest efficiency available on a staggered-release site. Waiting time becomes working time, which on a staggered site is the largest gain available.
It does require the blocks to be genuinely independent. If block three needs equipment that is being used in block one, or if the route between them crosses a floor that is not yet finished, the independence is notional. Designing that properly at mobilisation is what makes the arrangement work, and it usually means staging equipment rather than moving one set around. Staging equipment costs a little and it is what makes the blocks genuinely independent.
