The shutdown is the only period when a production floor can be closed for a floor treatment, when high-level work can proceed without work below, when plant surrounds are accessible and when an area can be out of service long enough for a finish to cure. Those are the things that belong in it, and anything that could be done during a normal attendance should not be consuming the window. Anything achievable on a normal evening should not be consuming the one window that exists.

That sounds obvious and it is routinely got wrong. A shutdown programme filled with deep cleaning that could have happened on any Tuesday evening uses up the one opportunity for the work that genuinely cannot. Deciding what belongs in the window is the first planning step and it should happen months rather than weeks before the period begins. That coordination is a client responsibility as much as a contractor one, since the client holds the maintenance schedule.
