The first hour is a different kind of work
Waste collection, amenity servicing, kitchen and breakout areas, entries and lobbies can all be done well with people in the building. They are also the areas that benefit from being done early, since amenities and kitchens deteriorate through the evening on a campus where people work late. So the opening hour is genuinely productive rather than being time spent waiting for the building to empty.
What is held back is anything noisy, anything that blocks a route, and anything that leaves a surface wet where people are walking. Vacuuming an open plan floor while a team is on a call is a poor experience for everybody and produces a worse result, because the cleaner works around occupied desks and then does not return. Holding it until the floor clears is faster overall. Doing it once properly beats doing it twice badly around occupied desks.
